This is a great piece of armor for a Barbarian specializing in Bleed effects, such as Rend. A Lucky Hit gives up to a 20% chance to reduce the cooldowns of non-Ultimate skills when you apply a Bleed effect on an enemy. Not only that, but Rage of Harrogath also gives you a damage reduction from Bleeding enemies as well.
In addition, this item applies Thorns, a Physical Damage increase, and an increased Critical Strike Chance with Physical Damage against Elites.
Harrogath was a Barbarian zone in the fifth act of Diablo 2, so this is a nice callout.
It can be found in World Tier 3: Nightmare and even more can be found in World Tier 4: Torment.

Direct damage includes all damage dealt to enemies that is not from damage over time effects. Only direct damage can Critically Strike, Damage over Time cannot. Each hit has a random chance to be a Critical Strike. This chance is equal to your Critical Strike Chance (CSC) stat, which can be increased in many different ways.

Thorns is a special “offensive” stat that lets you deal damage to enemies when they hit you. Damage dealt is increased by a portion of your primary Core Stat. Thorns can roll on Chests, Pants, Shield and you can also boost your Thorns by certain skills and passives.

In Diablo IV, armor mitigates incoming physical damage. The level of damage reduction varies in accordance with the type of armor that’s being equipped—chest and leg armor provide the highest armor stats, boots and gloves provide the lowest armor stats.
