How to unlock Occultist in D4 ?
Occultist can be unlocked at player level 25 or acquiring Codex of Power.
If you find the Occultist is locked or not unlocking, then you need to level up your character to Level 25. Another method to unlock Occultist is by acquiring a Codex of Power.

The following is the location of the Occultist. His room is near the Rings & Amulets vendor's room.
Diablo 4 Occultist Recipe
The Occultist is an NPC in Diablo IV. The Occultist can extract a legendary power from a Legendary item, crystallizing it into Essence while destroying the item in the process. That Essence can then be implanted into another Legendary item, overriding the power that was present in the item at that time. Essence material can also be stored and used at a later time. Items that have been enchanted by the Occultist cannot be traded.
- The Legendary Aspect can then either be implanted into another Legendary item, overriding its existing Legendary affix,
- or be implanted into a Rare item, upgrading it into a Legendary in the process.
- Uniques cannot be modified.
Legendary Aspects can be stored and used at a later time. Players must see the Occultist to make use of aspects.

You can also craft different tiers of randomized Sigils to enter Nightmare Dungeons and replace an unwanted affix on a Rare or Legendary item with a new one.
1. Legendary affix extraction
The Occultist extracts a legendary power from a Legendary item, crystallizing it into an [Aspect], while destroying the item. The [Aspect] can then be inserted into another Legendary item, overriding the power that was there in the item at the time. Also, [Aspect] material can be stored and used later.
This solves the common problem in past Diablo games when you’d find a Legendary item that you liked a Legendary affix on, but disliked the equipment slot it appeared on.
Players must see the Occultist to make use of aspects.
2. Enchant an affix on an item
Enchanting allows the player to re-roll item affixes at the Occultist. Once a stat is re-rolled, only that stat can be re-rolled in the future.
- Re-roll the numeric stats on a single affix on an item, or
- Replace a single affix with a random affix on an item
Once an item is enchanted, the item becomes account-bound. This service functions similarly to Diablo 3 Mystic NPC. Re-rolling an affix’s numeric stats may be allowed multiple times, but at an increasingly steep Gold cost.

3. Forging Nightmare Sigils
Lastly, players can use the Occultist to forge Nightmare Sigils, which are used to enter Nightmare Dungeons, the hardest dungeons in the game. It’s unclear whether the player has any control over the affixes on the Sigils, but the tier (i.e., difficulty) can be selected, assuming the player has enough resources.

4. Salvaging Sigils
Because Nightmare Sigils are rather common (at least the lower tier ones), players can use the Occultist to salvage unwanted ones for some type of material in return.
