World Tier 1 and 2 will be available from Level 1. World Tier 1 is aimed at players who are new to ARPGs and the franchise, while World Tier 2 is aimed at veterans.
The last World Tier is designed for Level 100 and contains an “extremely difficult” boss at the end. Defeating said boss will get you to the “end of the end-game”.

Unlocked by completing the Archives of Issalia dungeon in World Tier 4: Hell. Recommended Level: 70.

Diablo shines when you find that sweet spot — oftentimes, you’re slightly underpowered, working hard, and then get an amazing drop. Then, you’re into it, and get another amazing drop and the game becomes too easy, so you need to ratchet up the difficulty, which makes you underpowered again. That cycle is core to the feel of progression in Diablo and we think the World Tiers provide you with that.
World Tiers are the difficulty system of Diablo IV. There are 100 world tiers in the game.
World Tier 1 & 2 are available to players from character level 1. Tier 1 is meant for players who are new to the series and/or want to play the game for its story. Tier 2 is designed for players who want more of a challenge. As players level up, new tiers will be unlocked. Higher tiers grant players access to ancestral items. Certain tiers require defeating a boss to unlock.
The tiers can be changed in-game at World Tier statues in towns.
