Jewelers can craft gems and manage sockets on your items. Jewelers can be unlocked at player level 20.
When your character reaches level 20, you receive a Priority Quest objective to go and see the Jeweler in Kyovashad.
Jewelers are found “in most major cities and towns,” so although it appears you can’t craft gems anywhere, Jewelers will be easily accessible with a quick use of a Town Portal scroll or mount ride into town.
The Jeweler has everything you need to craft powerful Gems and socket them into your gear to boost your character’s stats, be it more Damage, Resistances, Life, or Damage Reduction. The best part is that you can change your mind at any time! The Jeweler can unsocket your Gems from your gear without ruining them, for later use. Similar to upgrading Armor and Weapons at the Blacksmith, you can also upgrade your Rings and Amulet to increase their bonus Resistances as well as their extra Stats here.
The Jeweler is a new vendor in Diablo 4 that provides services related to gems. The first (and most common) of these services is improving the quality of gems, which in turn makes their bonuses more powerful. Similar to the gem formula of prior Diablo games, 3 gems of the same quality and type can be converted into 1 gem of the next quality up (e.g., 3 Crude Emerald gems combine to make 1 Chipped Emerald gem). The Jeweler charges a gold fee based on the gem quality that’s crafted.

Occasionally, players will want to unsocket gems from items, which the Jeweler can also do for a gold fee. The player will receive back the item and unsocketed gem.
Whereas the Blacksmith can upgrade armor and weapons, the Jeweler can upgrade jewelry items, like Amulets and Rings. Upgrading items, which can only be done a few times, improves their base stats. The gold fee to do this is dependent on how many times the item has been upgraded.
Upgrading your Jewelry increases the Resistances they grant as well as the random stats they rolled. While you can upgrade common and magic gear, it is not recommended. You’d be better served waiting until you have rare and legendary/unique Jewelry before spending your materials. Rare items can be upgraded 3 times, while legendary items can be upgraded 4 times. The cost in Gold and materials increases with each upgrade, and you need special materials to upgrade legendary items.

You may want to upgrade the Gems you currently have in your gear, or swap to different ones to gain a stat you don’t currently have. Luckily, the Jeweler allows you to unsocket Gems from your Gear for a small Gold cost. This removes the Gem for later use and reopens the slot to allow a new Gem to be Socketed into it. The Gold cost increases as the Item Power of your gear increases.
