NPCs are featured in the game, both friendly and unfriendly ones. For simple interactions with NPCs, the game brings the camera in closer to the characters. This is designed to maintain an isometric feel, but a library of animations are used to deliver the gist of the conversation. For more complex conversations, the game takes a similar camera approach but here the character’s movements and animations are more deliberately hand-crafted. The second storytelling method used is real-time cutscenes. Here, the camera is used to treat the storytelling as being akin to a movie. These cutscenes are reserved for the most important story moments. The player character’s armor is carried over to these scenes. Despite the game’s open-world structure, the game’s story has a definite beginning, middle, and end.

The Occultist is an NPC in Diablo IV.
The Occultist can extract a legendary power from a Legendary item, crystallizing it into Essence while destroying the item in the process. That Essence can then be implanted into another Legendary item, overriding the power that was present in the item at that time. Essence material can also be stored and used at a later time. Items that have been enchanted by the Occultist cannot be traded.
Players must see the Occultist to make use of aspects.
Una the Elder is a Corbach NPC in Diablo IV. She provides the Old Ways quest.

An adventurer entered the shack and asked what was going on. Oswen reacted with suspicion, but Vani took things from there. She explained to the newcomer(s) that the man was a monk who’d entered the Icehowl Ruins, and been driven mad by what he saw.

NPC is a common abbreviation for ‘Non-Player Character’. They are computer-controlled (or, if you play on Battle.net, server-controlled) characters and are usually encountered within the towns.
Most NPCs serve a purpose. They can provide various services: some heal the player and their minions, repair the player’s items, trade with the player or provide gambling services. In addition, most quests are obtained from NPC’s. Some NPCs offer no services but an opportunity to talk to them, even having a special “Gossip” entry with a random speech.
Some NPC’s merely have a decorative goal to simulate crowdedness; players usually can’t interact with any of them. At best they can give out some random phrases, but are overall ambient objects.
There is no way to attack NPCs. However, some of them may attack the monsters, although usually the game script avoids that. Even if NPCs are allowed to fight, their damage is negligible, although they can sometimes draw the enemy’s attention for a short time and buy the player a second or two. NPCs vital to the plotline are marked as “essential” and therefore may not be killed in battle.
In a manner of speaking, hirelings and followers may be considered NPCs, as they are not under the player’s direct control.
