Jeweller’s Orb reforges the number of sockets on an item. The maximum number of possible sockets on equipment is based on the item level as well as the type of the equipment being used.
Some items have exceptions to these rules.

The item level item is generally applicable, but note that there are a few cases where the restriction does not apply:

Yeena lives in Act 2 who sells an Orb of Fusing in exchange for 4 Jeweller’s Orb.
Yeena also sells Chromatic Orb in exchange for 3 Jeweller’s Orb.
Yeena lives in The Forest Encampment in Act 2, who sells a Jeweller’s Orb for 2 Orbs of Alteration.
The set vendor prices restrict the possible exchange rates in the player market; for example, a Chromatic Orb will never be worth more than 3× Jeweller’s Orb on the player market. However, this holds only in one direction; for example, 3× Jeweller’s Orb is worth much more than a Chromatic Orb on the player market. Generally, only the vendor rates 2× Orb of Alteration : Jeweller’s Orb and 4× Jeweller’s Orb : Orb of Fusing are even close to the player market values.

You can exchange Chaos Orbs or other currency items for Jeweller’s Orbs with other players. In the player market, the ratio of Jeweller’s Orb to Fusing Orb is 5:1. Meanwhile, Jeweller’s Orb to Chaos ratio is 8:1. The following is the price list.

If one is risk-averse and wants to avoid randomness, one can instead use the Crafting Bench in your hideout. Using the Crafting Bench to craft sockets overrides the item level socket restrictions (i.e. it is possible to craft 6 sockets on an item level 1 body armour).
