When you reach level 35, you have a chance to get a Mirror of Kalandra. You can get it by killing enemies, opening chests, and strongboxes. If you're wondering how many maps you'd need to run on average before you'll be offered a Mirror of Kalandra, wonder no more. Just over 500,000!
You can obtain House of Mirrors cards in "The Alluring Abyss" which is an end-game area where the battle with Atziri, Queen of the Vaal takes place. House of Mirrors also have a divination card: The Immortal. A set of 10 can be exchanged for a House of Mirrors. Drop area: Hall of Grandmasters.

Emperor's Luck is a divination card. A set of five can be exchanged for a stack of 5 currency items of the same type. The type of currency item is chosen in a weighted random fashion; it is more likely to return common currency items like Orbs of Transmutation than rarer ones like Exalted Orbs.

A Mirror of Kalandra creates a mirrored copy of an item and the new item can not be modified. Unique items, corrupted items, and maps cannot be mirrored. It is the most expensive currency in the Path of Exile and the drop chance is the lowest. The drop level of Mirror of Kalandra is 35 and the drop rate is less than 0.001%. In other words, more than 5,000 hours of playtime may have a chance to obtain this currency. There are a few ways to increase the drop rate of Mirror of Kalandra. I share to you here:
Players can boost their chances of getting powerful equipment and uniques with the statistics Increased Rarity of Items Found and Increased Quantity of Items Found. Rarity and quantity stats can come from player’s equipment, the support gems Item Rarity Support and Item Quantity Support, monster rarity, party bonuses, and map bonuses. The stats on the character stack additively with each other, and are subject to diminishing returns. Stats from the party bonus and monsters stack additively with each other, and are not subject to diminishing returns. The total player bonus stacks multiplicatively with the total party & monster bonus.

Cartographer's Chisel is a currency item that is used to improve the quality of a map. As the image is shown below, the 20% quality has added a 20% item quantity.
A player's IIQ does not affect the amount of maps that drop from enemies. However, a map's IIQ does affect the amount of map drops. Map fragments are items that can be used in a map device to open portals to various high level areas. Placing any one of the fragments along with a map into the map device will increase the item quantity of that map.

Vaal fragments can be placed in the map device on its own to instance a random corrupted area. Adding more fragments increases the item quantity of the area, the same way it works with maps. As long as they aren't placed in the correct arrangement, a full set of fragments will open a corrupted area with a 15% increased item quantity.

The drop rate of the Mirror of Kalandra is random. Play more, you have more chances to get the currency.
Because of their extreme rarity, a Mirror of Kalandra is only used to duplicate the absolute best rare items available – the mirror will be consumed on use! Players that own these top rare items will provide “Mirror service” to players looking to use their Mirrors. Usually, the Mirror is given to Mirror service provider, the item is duplicated, and then the duplicate item is then traded back. This process typically includes a “Mirror fee”, to be paid to the Mirror service provider, as well as some exchange of collateral, so that the original Mirror owner is insured against having their Mirror stolen.
Typically, players that find Mirrors will be unable to use them properly, both because they cannot afford mirror fees to duplicate top items, and also because they have little use for having a single item that is the absolute best of its kind. It is often more economical to trade away a Mirror of Kalandra in order to eventually obtain many very good items, rather than using it to obtain a single item that is only marginally better.
Song of the Sirens and Reefbane are unique Fishing Rod. You can buy these unique items from vendor with the cost of a Mirrors of Kalandra. This is not recommended, as these can usually be purchased from other players for much lower prices.
Note: Mirrors of Kalandra and Orbs of Scouring cannot be used on unique items. The only way to degrade a unique is to use a Vaal Orb on it, which can turn it into a corrupted rare item.

This is a downgrade vendor recipe and not recommended.
Right-click a Mirror of Kalandra then left-click your valuable item to apply it. The new Mirrored copies cannot be modified.
There really isn't any reason to use them anymore with the expensive cost. Personally I'd sell it for Exalted Orbs and buy a bunch of awesome items.

Rewards are generated at the start of the sequence of Ultimatums for an area. 173 Mirrors of Kalandra were generated as rewards, yet only 70 of those were actually received as rewards. Unfortunately, this means that 103 were missed out on, either due to failing the encounter or taking rewards before completing all of the waves.
