There are two ways to obtain Fractured Fossil.
Sometimes, Niko the Mad sells a Fractured Fossil for 1 000 000 Azurite. Niko is one of the five masters. He provides introduction to delves and appears when harvesting Voltaxic Sulphite. He also sells Fossils and Resonators for Azurite.
In addition, you can also exchange currency items for it. The price of Fractured Fossil is 1.3 Exalted Orbs.

Effect: Creates a mirrored copy
When a Fractured fossil is used in a resonator, a mirror copy of the item in question is created, but since you have to put it in the resonator, the resonator actually re-roll the mods on the item. The mirror copy will adopt the new mod.
Basically, you're using Fractured fossils to get a copy of the item base, socket, and enchant as a guarantee. Add RNG to the new mods.
You can also roll the mirror copy "might" roll by adding other fossils to the mixture with resonators, but depending on the fossil, this can be an expensive attempt.
As a result, service providers often say they can control the results (only to a certain extent), and the items listed on the services often have the "of the best roll/outcome" potential.
They usually say it's worth it and for the cost of several Exalted Orbs or hundreds of Chaos Orbs. If you use these orbs to buy Fractured Fossils, you may make your own POG items.
