Chill to the Bone is an ultimate Sorceress passive talent in the Cold branch. It cannot be taken with Endless Winter.
This talent only applies to Freeze effects, not stacking from multiple applications of Freeze. It will not trigger on enemies that are only Chilled.
Damage increase is multiplicative, and it does work on Freeze applied by other players.
