Rigwald's Quills could only drop from a level 70 or higher Rigwald, the Wolven King. Since the boss is currently not in the game, the only way to get this item now is through specific divination cards (see section above) or trading with other players. Other not confirmed methods are beastcrafting. harvest crafting, Ancient Orb, Hall of Offerings or Apex of Ascension incursion rooms of The Temple of Atzoatl, etc.
