PoE Back to Basics: 0 to 80% more Modifier Effect

Added a new Atlas Keystone Passive, Back to Basics, which provides “Your Maps randomly have between 0 and 80% more modifier Effect”, “Extra Content cannot appear in your Maps”, and “Cannot apply Influence to your Maps”.

3.24.2 Patch Notes: Tempests and Affliction Wisps are now considered as Extra Content, and will no longer be present in Map Areas with the Back to Basics Atlas Keystone Passive allocated.
