When playing Nuclear Winter, there will be a separate collection of perk cards. Some cards are upgraded to Adventure/Survival mode, while others are brand new and exclusive to Nuclear Winter. All perk cards still have SPECIAL points requirements, so players need to allocate points in some special attributes to equip their required perk cards. Unfortunately, you cannot change your SPECIAL point assignment in Nuclear Winter mode at this time. Therefore, players will have to change it in the Adventure/Survival mode.
If the player enters Nuclear Winter in Adventure/Survival mode, they will retain all SPECIAL point allocations, but will lose all passive states associated with them.
The player character can only select seven perk cards for a round of Nuclear Winter. However, they will have the opportunity to change their card selection before the start of the turn, while the player character can explore Vault 51 in the queue waiting for the start of the game. During the game, the player character cannot change his or her perk card selection.
Unlike the base game, all Nuclear Winter perks available here come in a single, top-level grade.
