Elusive is a buff which grants bonus movement speed and a chance to avoid damage from hits. It grants a large amount of avoid chance and movement speed when it is first applied, and the effectiveness of it decays over time. In most cases, you must wait for Elusive to expire before you can re-apply it at full strength.

Elusive, by default, starts at 100% effectiveness. At 100%, it grants the following:

  • 15% chance to Avoid All Damage from Hits
  • 30% increased Movement Speed

Unlike most other effects, Elusive loses its effectiveness over time, at a rate of 20% per second, and lasts until it decays to 0% effectiveness. This causes Elusive to have its duration be based on its buff effect. Modifiers to skill effect duration will not affect the duration of Elusive, but buff effects, and x% increased Effect of Elusive, will.

You cannot refresh the effectiveness of Elusive by reapplying it. You must wait until Elusive expires to be able to reapply Elusive again. The only exception to this is Withering Step.

Elusive Skill Gems

  1. Withering Step is a movement skill that applies Elusive and Phasing on use. Enemies that get near you while you have Elusive receive multiple stacks of Withered, causing them to take increased chaos damage. Using any skill ends Withering Step's effects and removes all buffs.
  2. Nightblade Support is a support skill gem. It causes the supported attack skill to grant Elusive status icon.pngElusive on critical strike, with increased buff effect and causes Elusive to also grant the skill bonus critical strike chance and multiplier. It causes the supported skill to be restricted to claws and daggers.

PoE 3.20 Changes: Withering Step and Elusive

Problem:
Withering Step could be used to keep up a far stronger Elusive effect on average, especially in combination with the Nightblade Support. Normally you have to wait for Elusive to gradually lose effectiveness and fall off before you can gain Elusive again, but with Withering Step you could replace the existing Elusive buff with that of Withering Step's and then use any skill to lose Elusive again.

Solution:
Withering Step can no longer be used while already Elusive. This change shouldn't affect builds that don't have ways to gain Elusive outside of Withering Step.
