Those mods have the same tag "has_mana_cost_mod". Players can obtain legacy item that have both mana cost reduction mods in permanent leagues by trading with other players.
However, Elreon's mana cost reduction mod can be crafted on other Xopec's mod that did not involve mana cost reduction, such as increased maximum Mana and Mana gained for each Enemy hit by your Attacks hybrid mod.
