Have 9 Raised Zombies at the same time.
Players can have a maximum of 18 (19 if using talisman, 20 or more with legacy items and/or specific str-stacking build ) zombies at once:
Raise Zombie is a spell that consumes a corpse to summon an allied zombie minion. Zombies attack using melee attacks and an area of effect slam.
By default, the player can summon up to six zombies at a given time with a level 20 gem. This limit can be increased with certain passive skills or items.
The following passive skills increase the player’s zombie limit:

Amulets can have an influence mod The Elder’s to have +1 to maximum number of Raised Zombies. Alternatively, similar mod Subterranean can be found on non-influenced amulets that drop in specific Delve node. Lastly, Undying Flesh Talisman has the implicit +1 to maximum number of Raised Zombies. It is possible to create talisman that have both the implicit and the drop-only Delve explicit, by using Jorgin’s crafting bench. But since the game has more than one T1 talisman basetype, it is not guaranteed to acquire the converted amulet as Undying Flesh Talisman base.
In addition, another Delve drop-only mod Subterranean can be found on certain body armour. There are other mods (Chosen or Chosen) on legacy body armour, but they can only be obtained from trading with other players in the permanent leagues. They are in the same mod group "MaximumMinionCount" thus no such +2 Zombie body armour existed.
Jun, Veiled Master can unveil a veiled mod mod for Helmets: Chosen – +1 to maximum number of Raised Zombies, +1 to maximum number of Skeletons, Minions have (8-10)% increased maximum Life (Prefix); the crafted mod equivalent is Chosen – +1 to maximum number of Raised Zombies, +1 to maximum number of Skeletons (Prefix)
By scourging a pair of rare boots (or unique boots if Blood Crucible skill is allocated), there is a chance to acquire +1 to maximum number of Raised Zombies Scourge implicit mod. The scourge mechanic is not yet added to the core game, and there is a randomness / uncertainty on acquiring that mods from boots.
