It requires Level 70. Cooldown Time: 1.50 sec. Cast Time: 0.80 sec. Critical Strike Chance: 6.00%. Effectiveness of Added Damage: 650%.

Currently, Flames of Judgement is only triggered by Atziri’s Rule.
