The Codex of Power is a collection of all Legendary Aspects that were unlocked by completing specific dungeons for the first time.

Legendary Aspects can be imprinted on Rare and Legendary items at the Occultist. After imprinting:
Codex of Power Aspects can be applied indefinitely. Regularly extracted Legendary Aspects are consumed when they are imprinted onto an item. An item can only be imbued once!
Legendary Aspects can only be imprinted onto specific item slots which are determined by the category of the Legendary Aspect itself. Each Legendary Aspect belongs to a specific category, including Defensive, Offensive, Resource, Utility, or Mobility and in some cases the item slot you choose for a Legendary Aspect can also increase the imprinted Legendary Power on the item

You have an opportunity to go and basically override the existing legendary power on this and put in the new power they've just collected to the Codex of Power. So in this way, players get this deterministic way to kind of collect a series of these legendary powers that are out there in the game for them to find. But it's not all of them.
