Wandering Eye monsters are Summoned by an Eye Hatchery.

In combat they favor a physical projectile attack but occasionally cast Ball Lightning. As with any projectile, this attack can be modified by projectile support gems while the Ball Lightning spell can be modified by any appropriate support gem (E.g., those support gems which modify spells and projectiles).
