Command of the Elements is a notable passive skill. 6% increased Attack Speed while holding a Shield 40% increased Defences from Equipped Shield Attack Damage Penetrates 4% of Enemy Elemental Resistances 24% increased Elemental Damage with Attack Skills (Armour, Evasion Rating and Energy Shield are the standard Defences)

PoE 3.15 Changes

The Command of the Elements Notable no longer grants “Damage with Weapons Penetrates 4% Elemental Resistances”. It now grants “Attack Damage Penetrates 4% of Enemy Elemental Resistances”.
