Exceptional javelins are a step up from normal javelins in damage, generally without having requirements that are too much higher. No throwing items can be socketed in D2 or D2X.
There are some differences between D2 and D2X Exceptional Javelins:
Diablo 2 throwing items are always low quality or normal or superior, never magical/rare/set/uniques. In the expansion, throwing items can be magical, rare, crafted, unique, etc, though there are no Set throwing items.
In Diablo 2 all Exceptional items are Clvl 25, and can only be found in Nightmare and Hell. In the expansion some Exceptional items are a bit less than Clvl 25, though never more, and Exceptional drops are based on Monster level, so you’ll start to see Excepyional Javelins in normal Act 4 and 5.
Throwing items are indestructible when used for melee combat in Diablo II. In the expansion all throwing items have a listed durability, and when used in melee they lose durability, but at 1/3 the rate of normal weapons.
* Durability on throwing weapons is only in the Expansion. Throwing weapons when used for melee combat lose durability, but at 1/3 the rate of normal weapons. When an item loses full durability it vanishes from the stack, just as if you’d thrown it.
** All Exceptional items are Clvl 25 in Diablo II. Some lower-quality ones are slightly lower in D2X.
*** This was 93 strength in Diablo II until v1.04, when it increased to 98 for no apparent reason.
