Forgotten Corpses pull from a specific set of monsters that may be inaccessible. Currently, this is exclusively the Flickershade monster, which cannot be found through other methods.
Phantasmal Desecrate has a chance (1% per 1% quality) to spawn a corpse of a Forgotten Corpse.
It is unlikely that Crucible monsters will be specterable minions in 3.22.
