Shield Shatter - Path of Exile

Your shield shatters, dealing physical spell damage to enemies in an area, based on the shield’s quality. For a short duration after this, you will be unable to block and will gain no defences from your shield, but your spells will deal added physical damage.

Why don't Damage over Time effects shatter already frozen enemies?

Because shattering something requires an impact to break the ice.

This item is restricted to areas with the league flag for Heist active. There are additional ways to acquire league-restricted items, see League-specific items for more details. 2. Shield Shatter Build

Shield Shatter can be supported by applicable support gems socketed in the Shattershard; it is not necessary to link the sockets together.

Shield Shatter is not a skill gem, therefore it cannot be supported by  Empower Support,  Enhance Support, or  Enlighten Support.
